HIV Early Intervention (HEI) serves HIV positive individuals who suffer from substance abuse. It provides case management, support groups, individual counseling and food assistance.

Programas Saludables provides services to individuals in Webb County who are at high risk of acquiring or spreading the HIV virus. Services include free HIV testing, risk reduction programs, prevention techniques and intervention on HIV / AIDS, STDs and substance abuse.

Caminos de la Frontera is a program designed to reduce HIV/AIDS transmission among substance abusers on the Texas-Mexico border and provide HIV prevention education in addition to services for substance abuse treatment.
